When I had that issue, plugging it into my laptop running Windows 10 it would show up in device manager as a 'USB Input Device' instead of the JR Programmer (drivers were already installed). JRunner would not detect it in bootloader mode. On the same laptop but in Windows 7, JRunner would show 'bootloader mode' in the text console and from there, I could reprogram the JR Programmer with the hex firmware file to fix it.
